The article is devoted to the questions of defining dynamic behavior of investment and construction activity as a technical and economic system and its formalized description. It is offered to use the term "condition vector" as one of the main characteristics while describing investment and construction activity. Logistic interpretation of a sustainable development of investment and construction defines the concept of optimum trajectory, which considers various dependencies of its components (construction operations, their preparation, design, material, technique, personnel, information, investment, etc.). It is necessary to point out that this state is homeostatic, which means, the managing system must provide continuous monitoring of each system component of investment and construction activities in accordance with the sustainable development pathway. The concept of dynamic balance used in logistics is identical to the concept of homeostatic balance, which is accepted in system engineering. It is defined as a property of technical and economic system, which implies that its deviations from the development pathway lie within admissible values.

Construction as a branch of material production is characterized by complication of the tasks being solved. At the present moment the construction branch endures the stage of activity, in which there is a necessity of changing the organizational forms and methods of construction process management. One of the key methods construction management is the construction cluster. Cluster means a group of interrelated companies and brunches, concentrated on one territory and benefiting from being closely situated and close cooperation. Construction cluster as a model of presenting operational structure has differential specific features, determined by the fact that it possess wider functional and purpose-oriented decomposing. The authors offer the mathematical description of the system model of management, which proves the efficiency of cluster model in construction management. Calculations and formulas of using manpower and material resources and necessary investments are also presented as part of cluster model of management implementation.

Current trends in the science and practice of construction indicate the ability to control the economic means of phenomena and processes occurring in the area of investment and construction activities, towards the realization of sustainable development goals. In this regard, the subsystem of planning, funding and pricing implement the problems of resource maintenance of the building complex on the hierarchy levels, the maintenance of homeostatic equilibrium of the system, as well as measure the effectiveness and profitability of production and ensuring processes. The purpose of the article is the search for capability to determine the impact, which are the change in prices for certain types of material and technical resources or reduction of unit costs. Our results are aimed at creating a model for cost control (costs, profit) of an investment and construction project and the development of theoretical foundations of value engineering. Another result of the article is an equation with which you can simulate the effects of intensity changes of individual streams, such as pay increase under certain conditions of construction, changes in the income of an enterprises and other. The features of the article include the recording of the construction hierarchy levels at each time point which depends on the concentration of a certain amount of labor, equipment and the volume of material resources, an optimal distribution between objects and areas of activity, reducing material costs and improving productivity constant. In this case, not only an objective necessity is considered, but also crucial prerequisite for sustainable development. The use of these factors leads to a decrease in the cost of construction of the object as a result of productivity growth and is reflected in the implementation of the final price of construction products.
