The society in its development periodically faces the problem of insufficiently intense social and economic development, stagnation in industrial production and changes of consumer demand for various goods and services including the construction products. Current conditions dictate the need for the development and use of mechanisms enhancing the socio-economic well-being of the population growth in some regions and the Russian society as a whole.On choosing ways of development special attention should be paid to providing synergy of the combination of economic sectors resources, significantly determining the socio-economic well-being of the population. The comparative analysis of the socio-economic development is a tool of identifying and restraining the negative and constraint factors for subsequent adjustments and development of measures to reduce their role or liquidate them in order to solve the housing problem, the most severe for vulnerable groups, as well as members of the middle class.In this regard, a new approach to the implementation of housing policies basing on the principle of cluster was proposed. Clustering provides joining of efforts of main economic sectors (public, real, social and financial) to overcome the negative conditions of the housing policy and combines technological connection of the development of residential real estate with the finance and credit support for cluster initiatives.This is a systematic approach to overcome the negative factors and the creation of qualitative and quantitative acceleration of processes of housing construction, which determines the methodological suitability of using cluster mechanism to implement housing policy, which at the moment doesn’t show significant achievements in providing citizens with affordable housing.Using this concept of interaction of economic sectors will allow determining the di- rection of cluster initiatives development in the subjects of federal districts on the basis of their benefits and the degree of socio-economic development; trends of development of housing taking into account regional characteristics; and developing the tools of financial and credit policies to improve housing affordability as a key factor for socio-economic development of the Russian society.

This article discusses the background and aspects of model management of investment and construction activities (ICA) in order to optimize its processes. This system is designed for efficient management and balanced increase of work amount in the construction, reconstruction and renovation of facilities.The model is based on a systematic approach and the principles of integrated planned development, taking into account the requirements of saving energy and resources, environment, organizational and technical reliability and socio-political stability. Due to the nature of construction operations, as well as the connections with the parameters of sustainable development of the ICA, techno-economic system is characterized as a set of three main functional groups of subsystems: analysis and synthesis, main and auxiliary executive subsystems, resulting subsystems. The interaction of the elements of ICA is investigated: streams of resources and information arising in the course of implementation of projects. Within the article the schemes of functional elements of the ICA system with the description of their interrelations are presented. The systems engineering model of the ICA sustainable development is offered.

In modern market conditions the purpose of the financial mechanism formation of housing and utility services has to consist in ensuring efficient functioning of rendering services of this complex. While creating the financial mechanism of housing and utility services development, only such criteria are considered as purpose and operating principles of organizations. Thus, the main goal of this research is to establish the transparent mechanism of reflection of the price policy in housing services industry, and also the payment size control at the contents and repair of objects of housing and utility services. The financial mechanism formation has to be carried out within the principles of the finance management. Also, considering various points of view of the scientists on the quantity and essence of the principles, the authors discuss such of them, which are most specific to the sphere of housing and utility services.Many economists put as a basis of housing and utility services financial mechanism such purpose as creating favorable conditions for social development, which means compliance with the interests and requirements of the population.

Today, one of the major tasks facing Russia is modernization of the national economy. The construction complex is one of the most important sectors of the national economy and it also needs innovative and technological rearmament. Transition of the construction complex to an innovative way of development is a difficult process. In the article the features of innovative development of a construction complex in Russia are considered. Innovative activity assumes the existence of certain types of resources, which in total are required for the solution of specific production objectives and reflect readiness of the construction organizations, the enterprises of building industry, design, research and other organizations within a construction complex, to their decision. The set of these resources represents the innovative potential of a construction complex. Innovative potential of a construction complex is presented by a set of components: fixed assets, construction materials, architectural and planning decisions, construction technologies, manpower, investment resources, organizational and economic mechanisms, administrative technologies. In the process of scientific research we carried out an assessment of innovative potential of a construction complex concerning the offered components. According to the results the problems of innovative development of a construction complex are revealed and the factors stimulating its transition to new technological mode are proved.

Construction as a branch of material production is characterized by complication of the tasks being solved. At the present moment the construction branch endures the stage of activity, in which there is a necessity of changing the organizational forms and methods of construction process management. One of the key methods construction management is the construction cluster. Cluster means a group of interrelated companies and brunches, concentrated on one territory and benefiting from being closely situated and close cooperation. Construction cluster as a model of presenting operational structure has differential specific features, determined by the fact that it possess wider functional and purpose-oriented decomposing. The authors offer the mathematical description of the system model of management, which proves the efficiency of cluster model in construction management. Calculations and formulas of using manpower and material resources and necessary investments are also presented as part of cluster model of management implementation.

Today the quality of a construction object represents a sum of a number of indicators, which depends on the construction complex as a whole during the implementation steps of a construction project. The lack of an instrument for evaluating the influence on the final quality indicator is vivid. In the article the method of expert estimation is presented as an instrument for choosing the factors influencing the potential indicator of a construction site. The means to analyze the results is chosen. The authors calculated the matrix of the factors intercorrelation, which influence the final figure. These factors are grouped with the purpose to reduce the general number of experiments. The weight characteristics of the formed groups are calculated. The authors also analyzed the information loss extend as a result of factors quantity change in a model.

Integration is one of the results of the world industrial and economic processes globalization. Integration of production and commercial units and formation of modern structures of corporate level are one of current trends of development of the organization and management, both science, and practice. Formation and development of integrated structures became an important modern phenomenon in the organization of corporate level. Integration processes in organizations to large extend influence the relation of competitive strengths on the market and as a result the competitive ability of its objects. It is accepted to distinguish vertically and horizontally integrated structures. The use of the integrated structures allows providing steady development of investment and construction activity within state-private partnership, and thanks to its flexible structure it is capable to react to changes of external and internal factors quickly and adequately. Moreover, it is necessary to point out the possibility of using the cluster model in the process of describing functioning of integrated structures.

At the present stage the particular significance is gained by operational solutions of the problems of engaging in economic turnover of free land as a fundamental investment resource for socio-economic development of country and particular regions. The lack of obvious progress and positive dynamics of the main socio-economic indicators characterizing the growth tendency of living standard of the population and economy predetermines an essential demand in measures for effective use of land potential as a whole and in particular regions. One of the possible options for progressive social and economic development is the need for integration into the active circulation of land as an investment resource, to ensure the continued effective functioning and development facilities as well as the search for new approaches to the formation of the real estate market. With the development of land it makes sense to combine the three concepts: "development", "territory" and "quality". Thus, the qualitative development of the territory is a natural transition of land plots, which are in state, municipal, private or other forms of ownership to more perfect forms providing the ability to meet modern requirements of the market. It is expedient to apply the mechanism of combination of administrative and market ways of regulation of the specified processes to realize public policy objectives of efficient use of land fund. The mechanism for combining the efforts of the state, social and financial sectors of economy will allow to resolve most effectively the issues of ensuring the quality offered by natural and legal entities of the land plots, creating a network of infrastructures by forces of public sector, investor or through the public-private partnership, as well as enhancing the investment attractiveness of the territory. Due to the implementation of these tasks, involvement of land plots in economic circulation is accelerated and intensity of the processes of functioning of the land market increases. It provides the impulse to the development of the industrial complex, the solution of socially significant problems of housing and increase of life quality indicators of the population.

Construction as a branch of material production is among the industries most dangerous in the field of health protection and safety of works. The major features, which characterize the construction industry, are: high-altitude work, temporary nature of works, working with heavy cargo and irregular working hours. Large volumes and unique design of construction facilities, machines and equipment determine the risk of dangerous and harmful production factors. Neglect of safety rules and technological regulations, lack of supervision lead to accidents, injuries, loss of professional work capacity, chronic diseases and, as a consequence, the reduce of economic efficiency of the organizations of construction industry. Today specialists in the field of labour protection should solve the issues on improvement of technologies, increase of reliability of technical systems (equipment, machines, mechanisms, etc.), safety of life activity of workers, etc. A significant place in this complex of questions take solutions on protection of labours, environment protection, prevention and elimination of the consequences of emergency situations. The solution to these problems consists in providing the high quality elaborating projects of manufacture of works, including technological maps, projects of construction organization, which is achieved through the creation and effective functioning of the management system of occupational health and safety of labour. Particularly evident advantages of establishing occupational health and safety management system are: improvement of working conditions through establishing of management system of production risks; reduction of injuries, accidents, deaths in workplace; expansion of the market through the acquisition of competitive advantages due to the presence of the certificate on conformity to the international requirements OHSAS 18001 or ILO-OSH; achievement of positive economic effect due to reduction of costs associated with the occurrence of risk cases (occupational diseases, injuries, etc.).

This article deals with the problem of criteria optimization in order to objectively evaluate the experience of an applicant (a project organization) and the quality of a design product (project documentation). The methodology to be developed is based on introduction of new evaluation criteria (sub-criteria) that in conjunction with the applicable criteria specified by the Law on the Contract System will allow developing the optimal procedure to evaluate competitive bids of the participants in tenders and determining the most appropriate candidate, with whom the contract will be further concluded. The article analyzes the existing criteria and their interaction with each other and describes the specifics of tenders for design in the form of open competition. The list decreases to three criteria, such as "contract price", "quality, functional and environmental characteristics of a procurement facility", "qualification of procurement participants, including availability of financial resources, equipment and other material resources necessary for the execution of the contract material resources, the presence of goodwill, professionals and other employees of a certain experience level". However, in order to upgrade the quality of assurance procedures for the design works to be performed, it was decided to apply new evaluation criteria (sub-criteria) components, such as "availability of positive findings of the state out-of-departmental examination that are similar to the subject of competition, on a participant in placement of order", "availability of the certificate on approval of architectural and urban planning decisions that are similar to the subject of competition, on a participant in placement of order", "availability of the permit for the commissioning of facilities that are similar to the subject of competition, on a participant in placement of order", "availability of the contract for designer's supervision with a participant in placement of order". The article describes in detail the above evaluation criteria (sub-criteria) and presents a new procedure of evaluation of competitive bids, which will allow combining its new components with those existing under the law and giving the actual result of their interaction with each other in determination of a winner, i.e. a more well-deserved candidate (a tenderer). Thus the requirements given above are met, the participants in order placement will be able to declare themselves as organizations that are highly skilled, fair and able to perform the high-quality design works, know how to perform work in due time and in strict compliance with the current regulations of the Russian Federation and are able not only to show a creative approach to solving the objectives, but also to create a project characterized by both architectural and artistic aesthetics and its high technological effectiveness.

The most possible increase of market value after large-scale reconstruction can be reached when a building or a group of buildings are situated in rather economically attractive areas, while the most part of the area is already repaired. In these cases the costs of repairs can be compensated by means of increase in the market value and sale of additional floors. The wide use of more effective methods of construction can also increase the price in the repaired real estate objects. The influence on the economic value of houses and buildings can be considerable also due to the improvement of operational qualities and because of an esthetic component. The opportunities for substantial increase of energy efficiency in economic sense are directly connected with the needs for large-scale reconstruction of the outdated building. Nevertheless, the changes of just windows, repair of facades, etc. lead to reasonable improvement of power efficiency, and respectively and building costs in general. The use of natural resources in construction during repairs of the building and at the stage of operation influences the environment. The influence degree depends not only on isolation, but also on the choice of the type of repair, energy efficiency, front and roofing materials, and also on the use of energy raw materials, necessary for construction process.

This research study defines the right of the customer to carry out public procurement for design objects of capital construction in the form of open competition, offers the comparative analysis of the evaluation criteria based on the old and the new legislative framework for public procurement. It was assumed, there in the legislation is no clear conceptual framework governing the selection of the evaluation criteria, the same as a method for improving the selection criteria for the assessment of the State order for the design. The process of public procurement in the Russian Federation beginning from 01.01.2014 g. is regulated by the federal law no. 44-FZ from 05.04.2013 “On the contract system in the procurement of goods, works and services for public and municipal needs” (hereinafter - the Law of the contract system). Open competition remains the most carefully prepared and developed of all the procedures for procurement. However, in practice the customers continued to violate the normative and legal regulation of public procurement. One of the most troublesome aspects of the Russian legislation is the criteria defined by customers to evaluate the participants who submitted their applications for the contest. Here we would like to note that according to the Law on contract system such criteria as “term of work performance” and “term and volume of providing the guarantee for quality of the works” aren’t subject to an assessment, in comparison with the Law on government procurements existing earlier. However, as scientific researches in the field show, these criteria were very essential and necessary for assessing the applications. The analysis of the past competitions showed that with the criterion “quality of works” the customer, in most cases, doesn’t establish any certain requirements to the participant of purchase. He asks to supply only the so-called offer on quality of works consisting in the detailed description of their performance according to the specification on design of the capital construction project, which is an integral part of competitive documentation on purchase execution. With such criteria as “qualification of the participant of competition”, “experience in similar types of works”, “business reputation” and “existence of purchase of the material and other resources necessary for work performance”, with adoption of law on contract system, serious changes didn’t happen. The innovation of the legislation is only that now the customer has to establish minimum / extremely minimum and/or maximum / extremely maximum assessment value according to these criteria in competitive documentation. The assessment of applications will occur in this case according to legislatively certain mathematical formulas of calculation. On the basis of the above, considering a scientific component of this research, it is possible to tell that, despite some changes of an assessment criteria, in general the mechanism of their choice hasn’t been improved.

In the part 1 of the article 48.1 of the town planning code of the Russian Federation we can find a list of objects that are especially dangerous. Article 2 paragraph 59 of the contract system establishes the responsibility of the customer to conduct electronic auction, provided that the purchase of goods, works, services is included in the list established by the Government of the Russian Federation, or in an additional list approved by the highest body of the Executive power of the subject of the Russian Federation. By order of the Government of the Russian Federation dated 31.10.2013 no. 2019-r there was approved a list of goods and services, in case of procurement of which the customer is obligated to conduct an auction in electronic form. The list included "Building works", related to the code 45 (excluding code 45.12) according to the all-Russian classifier of products by economic activity (OKPD) OK 034-2007. The exception is the construction, reconstruction, overhaul of high-risk, technically complex objects of capital construction, provided that the cost of the purchase contract for the State needs is more than 150 million rubles; to provide municipal - 50 million rubles. Thus, the customer is obliged to conduct electronic auction in the case of procurement of construction works (code 45 OKPD OK 034-20071), besides the works relating to the code of 45.12 (drilling), if the initial (maximal) cost of purchase for State needs does not exeed 150 million rubles, for municipal needs - 50 million rubles. Here is an example. In St. Petersburg, three competitions were announced by the customer on the site for the construction of four underground stations with total value of 940 million rubles. How to place an order-public audition with limited participation? The results of the audit conducted by the OFAS around St. Petersburg, led to the cancellation of the tender. In particular, due to an incorrect choice of customer ways to purchase. According to the FAS, the subject of the procurement is to prepare the area for the construction of the underground, and not the construction as such.

The analysis performed by the authors has proven that the rate of growth of the active income of residents of the Rostov region is far behind the rate of growth of the value of residential properties. There is no need to wait for any improvement in the welfare of Russians, rather, more houses need to be built and new financing patterns are to be implemented in respect of construction sites that are going to accommodate residential housing construction projects.Given that the number of families affluent enough to buy housing is equal to 11.5 %in the Rostov region, resolution of the housing problem needs a comprehensive approach.Analysis of the value of land in the Rostov region proves that investment projects that contemplate low rise housing construction in the cottage communities or areas with low values of land, i.e. the areas selected by low-income citizens, should be treated as projects that need state funding. Favorable conditions for citizens wishing to build or to buy private low rise houses could be part of the “stimulus.”The authors have developed an improved mortgage lending pattern that incorporates programmes of incentives, supplementary social security payments, and a lower interest rate.

An effective resolution of the housing problem may consist in development and implementation of low-rise housing projects. Intensive development of the low-rise construction sector in the Rostov region needs the balance of supply and demand factors to be implemented in the effective legislation applicable to this market.A balance of supply and demand factors is feasible if methods of forecasting of the future trends of the low-rise housing market are developed and implemented. The authors have chosen the approximation method in the mode of Microsoft Word 2010 options as the problem solving vehicle.By approximating the statistical series of the low-rise housing market trends for 2002-2010, the authors have built a graphic dependence describing the housing construction market development pattern. Thereafter, the authors have concluded that the economic and mathematical description of the market of low-rise housing in the Rostov region is preferable in the form of a model of linear or exponential approximation.Statistical processing was made using the method of distribution of factors in the form of a radar chart employed to generate a visual image of the distribution of factors and the impact of each factor on the growth of the market of private housing in the Rostov region.

The process of construction is a complex probabilistic system characterized by complete (work stoppage) and partial failures reducing their intensity and causing failure to comply with the work performance schedule. Organizational and technological reliability (OTR) is an important criterion of successful operation of a construction company. In the construction industry, OTR represents the ability to maintain the operating parameters of a construction company within the pre-set values.Assimilation of advanced technologies, diversity of construction materials, multiplicity of contractors, a wide range of construction operations require improvements in their reliability, an adequate assessment of the cost of construction and a lower discrepancy between scheduled deadlines and practical delivery terms. OTR improvement in the construction industry is one of the main challenges for construction companies.

The authors discuss basic methods of statistical surveillance used to assess risks associated with construction investment projects. The methods considered in this article include a sensitivity analysis (based on the assessments of initial parameters of a project and its final characteristics (usually IRR or NPV)), a method of scenarios (based on assessment of the risk of the project failure considered as the total of all probabilities of a negative NPV), a method of discount rate adjustments (based on the adjustment of the discount rate by adding a risk premium calculated by an expert or an in-house specialist), a decision tree method (whereby a project is reduced to development of a hierarchical scheme of all possible actions; results of an investment project have a treeshaped structure), a Monte Carlo method (meaning a special case of simulation). The authors describe their main advantages, disadvantages and problems that accompany their practical application. The authors also describe methods based on the fuzzy logic theory and suggest formalization of inputs and outputs as a fuzzy interval. General milestones include fuzzification, development of fuzzy rules, de-fuzzification, and methods of de-fuzzification (including a method of maximum centre, a method of maximum value, and a centroid method). The authors make their conclusion in respect of the method that may be regarded as the most suitable for investment projects in the construction industry.

The article represents an overview of the principles of risk management applicable at different stages of the life cycle of a portfolio of construction projects in the context of procedures of its compilation, adjustment and monitoring. Design and development of its structure contemplates collection of project initiatives for each individual portfolio, as well as assessment of risks, development of business plans, compilation of a register of projects, priority ranking of projects, identification of the most efficient portfolio, its approval and monitoring of its implementation.The authors also provide their recommendations concerning the analysis of the integrated rating of a construction project. In the final section of the article, the authors make their conclusion about the effect of the process model and the knowledge base on the implementation of construction projects.

The author describes the current practice of scheduling and organization of the work performance in the construction industry, which has assimilated the most advanced international standards. Any construction project contemplates a need to manage an extensive number of flows of information and material resources. Each of them is characterized by different values of intensity, versatile directions and scopes of work. Therefore, the author believes that a multi-level approach to scheduling of construction projects may intensify construction operations. It means that the whole range of scheduling actions shall apply to each level of the hierarchy of construction operations.In terms of long-term and medium-term planning, there is a need to formulate and approve a plan for attainment of key technology-related objectives throughout the entire period of construction works. Annual planning is necessary to outline the roadmap for implementation of annual delivery plans in accordance with the pre-set technological and economic parameters, to ensure timely commissioning of facilities under construction and efficient management of human and material resources. Quarterly schedules are to clarify the structure of an annual schedule, while monthly and weekly scheduling is primarily to clarify relevant sections of the annual plan in case of its alteration caused by changes in the project status.

It is an integrated conception associated with professional self-determination of a person choosing his or her career that represents a balance of his or her inclinations and the needs of the labour market.The following problem constituents were identified by the Russian researchers: the majority of employees of construction companies have no professional degrees; they do not pursue any personal goals associated with their work in the building industry; their career guidance is very inefficient; the rate of corporate loyalty is very low; employees do not strive for corporate success and disregard the corporate culture.The authors have developed an occupational guidance/adaptation model in the context of the present-day corporate culture. It contemplates incorporation of specialized departments in organizations, teambuilding actions and psychological support of new employees to be backed by occupational guidance seminars based on professional testing methods. Surveying and testing findings will help to identify the optimal conditions for the adaptation of new employees and to adequately assess the quality of their work.The model developed by the authors will contribute to reduction of the skilled personnel turnover, improve the efficiency of the employee’s adaptation and work performance and reduce the adaptation period.Thus, corporate culture plays a significant role in the process of occupational guid- ance and adaptation, as it helps both sides of the process to balance the expectations of employees and executives. As a result, it improves overall corporate efficiency.
