Today the national economy is facing the need of modernization. There is a problem of its transfer to an innovative way of development. The construction complex is one of the most important sectors of national economy. Now its innovative and technological rearmament is necessary. Creation and introduction of new technologies in a construction complex will allow improving the quality of construction production, its consumer characteristics, reliability and ecological safety. Also application of innovations in construction will provide energy efficiency of buildings and constructions. Application of institutional approach to the process of innovative development of a construction complex allows understanding better features of its functioning in modern conditions. In the article the institutional approach to innovative development of a construction complex is considered. The control system of innovative development of a construction complex with the use of innovative engineering from the point of view of institutional approach is considered. Its advantages are revealed and proved.

Assessment method of leasing economic efficiency in innovative development of a construction complex in comparison with crediting

Construction complex as one of the most important sectors of Russian economy needs innovative and technological rearmament. For its accelerated transfer to an innovative way of development technological, material, financial, labor and other resources are necessary. Also there is a need of search of new administrative tools providing accelerated distribution of the sixth technological way in a construction complex. In our opinion, leasing is one of the factors of innovative development of a construction complex and one of effective administrative tools stimulating this development. In leasing transaction the owner of an asset temporarily transfers the right to use an asset to other party. The owner of an asset is a lessor. The other party is a lessee. The lessor makes the lease for a specified time in return for periodic rental payments from the lessee. One of the advantages of leasing is that it provides alternative to ownership. Also lessees benefit from a number of tax advantages. Leasing has many other advantages. The results of scientific research of leasing features are presented in the article in comparison with the credit in innovative development of a construction complex. Efficiency assessment criteria of leasing for innovations in construction are offered. The assessment method of economic efficiency of leasing in comparison with the credit as administrative tools in innovative development of a construction complex is developed and presented.

Modernization and innovative and technological rearmament of a construction complex is one of the priority problems of national economy development. Development and implementation of innovative technologies in the process of creating construction production will allow improving its quality, consumer characteristics, ensuring energy efficiency and ecological safety of buildings and constructions. One of problems of innovative development of a construction complex is the problem of financing of innovative activity. In our opinion leasing is one of effective ways of its solving. The assessment method of the efficiency of financial leasing as a factor of innovative development of a construction complex for a lessee enterprise in comparison with the credit is shown in article. As a result of scientific research we specified the criteria of this assessment.
