Russia was a regular participant of the World Expos and an organizer of several international exhibitions in Moscow, St.Petersburg and other Russian cities. The value of the Russia’s contribution into the history of the World Expos is substantial and versatile. Russia’s participation in the Universal Expositions produced a strong impact on the development of the exhibition economy, architecture, construction machinery, engineering, and urban development. In its turn, urbanization produced its impact on the development of Expos. Major Russian architects, sculptors and designers created exceptional and original works in a variety of styles; they employed versatile construction methods and techniques. Trade fairs served as the venues for experimental buildings constructed in furtherance of the most advanced designs and technology-related inventions. Russia’s participation in the construction of pavilions at the World Exhibitions gave way to a unique architectural trend, whereby three-dimensional solutions, the architecture of pavilions, landscape products, landscapes and even music got together in the organic unity. This artificial artistic medium represents a new type of the architectural ensemble.

considered in the article. The author analyzes the influence of the 1812 Patriotic War on the political and cultural life of Russia, as there had been a rise of national consciousness in Russia in the first decades of the 19th century related to the victory over Napoleon. The author drives particular attention to the historic fact that Moscow suffered a lot more than other Russian cities in the War of 1812; the city was completely destroyed by the fire. The author provides statistical data related to the city as of the autumn of 1812. Moscow reconstruction plan proposed by Mr. Gestle, architect, and the procedure of "Commissioning of Structures", drafted under the guidance of O.I. Bove, architect, are analyzed in detail. The author also covers the personal contribution made by O.I. Bove, his associates D.I. Zhilyardi and A.G. Grigor'ev, into the reconstruction of the city centre.
The article features the town-planning policy of 1820-1830 and patterns of late classicism in the Moscow architecture.
The article is dedicated to the year of the Russian history and one of its major events, the anniversary of the victory in the Patriotic War of 1812.

The author addresses solutions to problems of the housing and utilities sector (including a substantial depreciation of fixed assets of the municipal infrastructure, a gap between domestic utilities management technologies and those employed worldwide, and the fund raising problem) through power saving actions to be facilitated by small innovative enterprises. The proposed solutions contribute to formation of new jobs in the regions, reduction of power consumption and higher efficiency of regional economies due to reduced costs and rates (prices) set for utilities-related services, and improvement of the standard and quality of living. The principal objective is to develop a set of procedures and criteria to serve as the basis for the selection of tools of power saving innovations in the housing and utilities sector of regions and municipalities. The above actions are to be implemented through the involvement of small innovative enterprises.
The basic tools (instruments of the state social and economic (including innovation-related) policy, that are to stimulate subjects of innovative activities to implement innovative projects in this sector) stimulate energy efficiency innovations in the housing and utilities sector. The proposed set of tools includes tax holidays, subsidies, grants, soft loans, concessional loans, state and municipal orders, etc.
The procedure of selection of instruments of state-initiated innovations designated for the improvement of the power efficiency of the housing and public utilities sector to be implemented by regional and municipal authorities is proposed by the author.
The author identifies several types of energy saving innovations in the housing and utilities sector, based on their systemic effects. Upon identification of the top-priority recipients of state support, financial resources are to be distributed.

The article deals with the main principles, concepts, terms that characterize the scientific approach to the formation of a safe and comfortable living environment on the basis of the development and wide application of the sustainable development principles in urban development practice. Definitions of the basic concepts related to the tasks of developing green technologies of the living environment are proposed. The purpose of the study is to select methodological tools for creating a national system of green standardization and certification of urban development objects. This requires technical regulation and standardization; analysis and management of object life cycles; integrated safety, building materials science; energy efficiency and energy saving; development and application of green standards; BIM-technology; rating systems of green certification; construction systems. It is established that the main characteristics that define the “green technologies” concept are energy efficiency, safety, non-wasting, comfort. The factors preventing the achievement of the stated purposes are shown. Positive shifts in this direction and examples of practical implementation of voluntary certification systems for urban development projects have been noted.
