The authors consider the problems related to available environment formation in the strategy of touristic cities development. One of the means of social and psychological rehabilitation of the disabled is tourism. It should be noted, that touristic cities mostly represent a complicated space structure with a lot of streets and concourses, with touristic objects distributed all over the city. Visiting and transportation in such an environment may cause difficulties. The aim is to form a touristic universal environment. A universal environment is aimed at widening the frames of a design target group and supposes an organization of comfortable city visit, availability of services, simple and recognizable navigation system for all the social groups. The suggested principles may become a guidance not only to the designers. The given material may also be useful for specialists in territorial marketing and touristic management and help to raise a regional economic efficiency.

In 2012 the boundaries of Moscow extended in the direction of Kaluga region. The change in territory boundaries resulted in increasing the area of the city, after that the total population increased. It is supposed, that the majority of the agglomerated population will use the care-giving institutions of the “New Moscow”, that’s why its territory requires the transport system adapted for all the population groups. Special attention should be paid to creation of the constant barrier-free transport system reconstructing the existing junctions and creating new ones answering the modern demands on availability for citizens with limited mobility.The article reviews the development of the transport system on the territory of “New Moscow” basing on the data of Federal State Statistics Service. The suggestions on the barrier-free environment development, multipurpose road junctions are given with account for the number of citizens with disabilities. Only in “New Moscow” there are about1,2 mln of them. The variety of means of transport requires new approaches to organization of transfers from one transport to another. The solution will be in hubs, which will be both available for common and disabled people.

Standard Rules on the Equalization of Opportunities for Persons with Disabilities were adopted
in 1993 by the United Nations. They have been valid since then. The number of disabled and
elderly people is ever growing due to injuries, accidents, environmental problems, deterioration of
health, population aging and demographic disorders.
The term "universal habitat" reads as "universal design" worldwide. The concept of "universal
design" was developed by Ronald Mace, American architect, in the 80ies of the twentieth century.
The idea was picked up in Japan and several European countries, especially in product design and
architecture.
Universal design is a logical development of principles of the barrier-free environment. Universal
design emerged in the late 20th century. The universal design is friendly in respect of all people
without restriction. The article describes basic principles of universal design, including its equitable
use, flexibility in use, simplicity and intuitive nature, perceptivity, low physical effort, size and space.
