The procedure of evaluating and selecting tender offers is not only an important element of the control system of investment and construction activity but is also an effective tool to increase its efficiency due to optimization of construction works price, reduction of their duration, stimulating innovations in the production, increasing the quality and engineering safety of construction production. At the recent time when new organizational forms and control schemes of investment and construction activity are appearing the system of competitive bidding gains more importance and new functions, because the choice of construction organizer and contracting companies directly influences the results of the construction. The authors consider the task of selecting the bidders’ offers which is a multicriterion task. The offers are evaluated according to the set of parameters reflecting the effectiveness of investment and construction projects. The criteria selection is based on the fact that the proposals of the organizer of construction and the contractors are related to the cost of works and to the deadlines which directly affects the implementation parameters of investment and construction projects.

For effective management of investment and construction activity (ICA) there must be a subsystem responsible for information interaction. The article considers the role of information in ICA, as well as the requirements and objectives of the information systems. Data collection, communication and processing, according to the authors, reflect the system running efficiency. Thanks to information security subsystem there is a possibility of measuring the efficiency of resource use and the relations between inputs and outputs of individual elements throughout investment and construction activities. Requirements of modern economic realities, particularly, investment and construction activities dynamics, should be adjusted to the flow of information: creating new connections, terminating the others. Developing the information management system, its structure and composition require consideration and planning. Development planning and management is closely related to the improvement of information links and upgrading the entire system of information security, its structure and functioning.

The author examined the variations of Russia’s social and economic development in the following years оn the basis of synergetic scenarios application method. The first scenario is related to the transformation of Russia into raw material resource base and а source of low-cost lаbоur force for the advanced nations of West and East, the loss of the country›s intellectual and cultural potential. The orientation towards innovative, scientific and technical development in the context of modern, post-industrial, information age is associated with the other scenario of social and economic development of Russia. The analysis of the successful experience of scientific and technical development of the USA and the USSR economies as а whole, and of the construction industry as оnе of the important economy directions, is а substantiation for the necessity of new industrialization in Russia, in the context of market and information age. The author advances а statement that Russia in 21st century needs to repeat the positive experience of industrialization and accelerated scientific and technical development of the Soviet Union. The problems facing Russia аrе construction of innovative industrial projects that meet the requirements of the world standards, implementation of largescale national programs, advancement towards the information society. The article emphasizes а thesis about the necessity to manage modern social and economic processes. It focuses the attention of scientists and expert managers оn I. Ansoff’s new management paradigm. The article pays special attention to the matters of modeling the changes in the construction industry complex of Russia, which is one of the most important branches of economy. Two alternative scenarios of the most general changes in construction industry аrе given in it.

Introduction. An approach to the development of the organizational-technological model of the life cycle of a medical facility building is presented. Buildings of medical organizations have a number of features in the design, construction and operation. The buildings of nuclear medicine are subject to particularly high requirements of radiation and fire safety. Materials and methods. To organize the design, construction and maintenance of medical buildings, it is advisable to create and develop an organizational and technological model of the medical building life cycle. Such model was created by the author in the form of a business processes sequence. Confirmation of the effectiveness of the model is carried out with the help of multi-criteria expert evaluation. Results. To solve this problem, it is proposed a number of changes in the order of the investment project carrying. A new element is the Preliminary justification of the requirements for the health facility. It should become a mandatory document when obtaining a town-planning plan of the ground area, which is in Russia a de facto permission to design. It is also proposed to prepare technical requirements of three levels. The first level requirements are used for pre-design stage procedures. The requirements of the second level are included in the medical and technical design assignment. The requirements of the third level are applied to the detailed design, as well as to the construction and maintenance of the facility. Requirements are included in the requirement system and must be checked at key stages of the project. At the preliminary project phase, it is also advisable to make a technical and economic calculation with the justification of the main technical solutions and technical and economic indicators. This document should also include a project management plan. New elements are included in organizational and technological models of different stages of the object life cycle. Conclusions. On the basis of the developed model, it is proposed to make adjustments to the normative guideline used in the construction management. For example, it is necessary to make mandatory documents of the pre-design stage. These works have to be paid by investor therefore the standard of design cost has to be increased.
