In the article the kinds of the concentrated construction are considered, which differ by types of construction production with account of branch and regional estimate factors. The methods of assessing the level of preparation of the territories taking into account different types of models and the purposes of regional planning are given. Despite the approved postulates, which are available in the theory and practice of organizational preparation of the territories, many questions still have not been solved and are handled using ineffective methods. The authors believe, that during preparation of territories it is necessary to introduce the elements of cycles’ combination of engineering calculations and laying design of communications to a building site. Defining the sequence of these works’ performance for objects is modelled taking into account the cyclic-combined method of preparing the sites for construction. The development of the territory can be provided only in case of annual investment into various objects of cluster construction, in order to uniformly or rhythmically load the construction capacities upon condition of the rhythmical preparation level of the territories of concentrated construction. As the generalizing indicator the criterion of rhythm of means planning can be used. Thus, using a rhythm indicator as a criterion of organizational preparation of territorial clusters it is possible to provide the necessary level of investment of preparation and construction programs for a certain period.

The article focuses on clarifying the content characteristics of the methodological requirements to factorial analysis performance. The author associates its changes with consideration of the analysis of inter-regional, multi-sectoral and foreign-economic contexts of development in the logic, with the assessment of variability of external and internal environment, with the need to localize the factor impact in time. The valid analysis is also impossible without account for the interaction of external and internal factors distributed according to the spheres of influence: the production sphere and the sphere of consumption. This will enable to create a long-term advantage of all the structural elements of the national economy. The increasing importance of the construction in the structuring of living environment increases the importance of institutional factors and of the assessment of responsibility degree of all the hierarchical elements of the construction industry.

In the article the essence of outsourcing as a new form of employment relations is considered, its features are defined in comparison with traditional forms of employment, its advantages and disadvantages are given. The authors describe the reasons why companies resort to outsourcing, in particular, on the example of small business, illustrate the strategic importance of outsourcing. The practical application of outsourcing is becoming more widespread in the modern business. The scientific and actual role of outsourcing in the management of the enterprise has greatly increased, which is proved by the fact that today more than fifty per cent of current foreign companies apply data approach. Thus today in the Russian Federation outsourcing is at an early stage of formation and relates mainly to restructuring of business entities and development of the market of information technologies. The analysis allowed determining the provisional value of the outsourcers’ services. The basis of determining the cost of the services is the cost of maintenance of one unit of standard accounting service. The calculations show that for the investigated enterprise it is very advantageous to transfer a number of business process to outsourcing, and there is a need to carefully consider over the choice of an outsourcer in order to avoid the negative sides of the work under this type of agreements. When deciding about outsourcing, one needs to analyze the financial and organizational costs, while keeping the risks of associated with the work in terms of outsourcing in the analysis area.

The authors determined the trends of sustainable development of the complex and the limitations obstructing them. The dynamics of investment and construction complex is considered as a self-organization process basing on information interchange, which allowed presenting a conceptual scheme and lifecycle of the changes in the system as a process of accumulation and dynamics of different innovations. The theoretical assumptions on the essence of the management process were proved thanks to empirical analysis of control system changes of investment and construction complex basing on the model of converging development spiral.

Monitoring of production resources is a large-scale and complicated measure, the results of which are necessary for the state and for private entrepreneurs. There are many approaches to conducting such a monitoring, which firstly base on the information request from the suppliers of the resources by governmental bodies. The authors offer a new approach to data collection, which takes into account the technical achievements of the Russian economy. The main instrument of this approach is geoinformation technologies.

At the present time risk management is an integral part of state policy in all the countries with developed market economy. Companies dealing with consulting services and implementation of the risk management systems carve out a niche. Unfortunately, conscious preventive risk management in Russia is still far from the level of standardized process of a construction company activity, which often leads to scandals and disapproval in case of unprofessional implementation of projects. The authors present the results of the investigation of the modern understanding of the existing methodology classification and offer the authorial concept of classification matrix of risk management methods. Creation of the developed matrix is based on the analysis of the method in the context of incoming and outgoing transformed information, which may include different elements of risk control stages. So the offered approach allows analyzing the possibilities of each method.

The construction industry is one of the key fund-creating industries, the formation of the Russian economy greatly depends on it. The construction sector is cyclic, that’s why it has always been sensitive to the tendencies of the national economy. In the contemporary conditions of weak economical climate the construction industry is in a state of sluggish recession. The key indicators exercising restraining influence on the construction complex are analyzed. The author carried out calculations of the prices for residential real estate in the past years. The author’s view on the near-term prospects on the exit from recession state is formulated. From the view of the today’s state and the nearest development prospects, it can be stated that the construction industry is one of the most problematic among the basic economic sectors. Retrieval of the expansion rate of the construction industry is possible in case of the positive changes of general economic state.

The authors substantiated the role of cognitive technologies in the process of sustainable development, including the construction and investment complex. The role of subsystem of human resources management is shown in the conditions of knowledge-based economy formation. The authors discovered the criteria of sustainable development of the economy with the focus on the innovative aspect. The methodology of using cognitive technologies is offered on the example of construction of ecological housing, which is a core direction of the sustainable development of the construction and investment complex.

Self-regulation in construction is characterized by a number of essential disadvantages, which reduce its efficiency. The authors justify scientific and methodological base of self-regulation, which includes the elements of the theory of change and self-organization. Introduction of self-regulation is considered as organizational and economical change, the life cycle of which is an implementation process of the projects of change. According to the lifecycle, key problem zones of self-regulation process are determined and a number of required economical and institutional changes are offered.

In the modern conditions business activity is related to a lot of risks. At the present time the main organizational structures of management are network and virtual structures, vertical and horizontal integrations. In the article the author analyzes the existing structures in order to find out if a new success formula of a modern company will be possible in the nearest future. The author considers the possibility to define the principles of constructing organizational structure of a vertically-integrated corporation with network elements. Different types of vertical integration are analyzed. The first is integration down, when a company buys ownership and controls the production of its own resources. The second is integration up, when a company buys its buyers and controls them. Vertical integration may also be full and partial. After forming a hypothesis and stating the problem it was concluded that in the recent future most of modern companies will pay great attention to network and virtual structures with creating corresponding departments. Creation of such structures are possible thanks to modern information technologies including Internet. Virtual organizations are today the most priority investigation object. The authors state that a success formula will depend on a degree of incorporation of the three components: vertical-horizontal, network and virtual integration.

At the present time profound economic and political changes are happening in Russia, which directly influence the state and development speed of the construction industry. The consequences of the crisis affected business activity construction companies in Russia. The prospects of the further development of construction and investment sector are possible only in case of creation of competitive products: creation of construction objects with accound for market demands, application of modern construction technologies and high-quality materials, reduction of labour, materials, energy costs per unit of construction production, decrease of bureaucratization of the procedures and minimization of shadow economy influence on order distribution. This is possible only in case of efficient interaction of the participants of construction and investment sector. The author considers the concept of stakeholders and the problem of interaction of the participants of construction-investment sector due to the lack of attention of professional community to the corresponding field of knowledge - the stakeholder theory. On meso-level the diversity of functional roles resulting from the main provisions of this theory, greatly influences the strategic positions of the development of the field. The author also considers the use of bank guarantees and bonds and other issues for improving the sphere of activities of companies with a great number of stakeholders.

The procedure of evaluating and selecting tender offers is not only an important element of the control system of investment and construction activity but is also an effective tool to increase its efficiency due to optimization of construction works price, reduction of their duration, stimulating innovations in the production, increasing the quality and engineering safety of construction production. At the recent time when new organizational forms and control schemes of investment and construction activity are appearing the system of competitive bidding gains more importance and new functions, because the choice of construction organizer and contracting companies directly influences the results of the construction. The authors consider the task of selecting the bidders’ offers which is a multicriterion task. The offers are evaluated according to the set of parameters reflecting the effectiveness of investment and construction projects. The criteria selection is based on the fact that the proposals of the organizer of construction and the contractors are related to the cost of works and to the deadlines which directly affects the implementation parameters of investment and construction projects.

The main source for the development of construction projects with energy-efficient technologies in use is investments. The traditional approaches of risk management: insurance, diversification and redundancy only raise the cost of the construction project, which has a negative impact on the investor’s decision to invest. In order to solve this problem an information system has been developed, which is based on the principle of insightful analysis of the potential “pure” risks and a list of recommendations of risk management. This tool allows identifying all the weaknesses of a construction project, improving the organizational and technological reliability, and imparting an understanding to the investor / a customer of the resources required for the project implementation.

One of the problems of construction planning is failure to meet time constraints and increase of workflow duration. In the recent years informational technologies are efficiently used to solve the problem of estimation of construction period. The issue of optimal estimate of the duration of construction, taking into account the possible organizational expectations is considered in the article. In order to solve this problem the iteration scheme of evolutionary modeling, in which random values of organizational expectations are used as variable parameters is developed. Adjustable genetic operators are used to improve the efficiency of the search for solutions. The reliability of the proposed approach is illustrated by an example of formation of construction schedules of monolithic foundations for buildings, taking into account possible disruptions of supply of concrete and reinforcement cages. Application of the presented methodology enables automated acquisition of several alternative scheduling of construction in accordance with standard or directive duration. Application of this computational procedure has the prospects of taking into account of construction downtime due to weather, accidents related to construction machinery breakdowns or local emergency collapses of the structures being erected.

In the modern conditions innovatization of construction is of great necessity, though it is associated with a number of problems of first of all institutional genesis. The development of green construction in Russia is on its first stages, though its necessity is growing according to the tendency for energy efficiency and sustainable development. The innovative process of ecological construction has a network model and requires its optimization with the aim of further development by advancing the institutional platform. The author proposed a conceptual scheme for an institutional platform of the innovative process of green construction and conducted systematization of institutional structures. The unique role of innovative and ecological institutes is substantiated. The author recommends an optimization method for institutional interaction of the subjects using the stakeholder theory and the theory of matrix games aimed at activation of innovative green technologies. Practical application of the offered algorithms and methods will allow increasing the efficiency of green construction development.

The author deals with the most widely used methods of risk events identification. The expert response method is most applicable for construction projects using energy efficient technologies. The article presents the results of an opinion poll of the professional expert community using expert response method, which is aimed to identify the most likely potential “pure” risk of construction projects with energy-efficient technologies in use. 74 experts representing different levels of the construction process were polled: customers and directors of construction companies, project managers, risk managers, advisors. The answers were collected during private talks and also using a special website Survey Monkey. Experts from different countries took part: Russia, Great Britain, Austria, Luxemburg, Switzerland and Norway. Also the article presents the expert evaluation of the “effect” of risk implementation on the cost of a project, implementation time, the product quality, the environment and safety on the construction site.

Investment and construction activity as a technical and economic system represents a complex of coordinated elements interdependent in frames of a more complicated structure and logically constituting a whole entity which is controlled basing on control actions stated in a plan. The processes of investment and construction activity are determined by different flows of workforce, raw materials, energy, main funds and investments. On the other hand the system functioning influences these flows. The article presents the structure of investment and construction activity as a technical-and-economic system with large number of input and output flows. For its functioning implementation of strategic control is necessary. The authors consider a suggestion that providing balanced and proportional growth basing on the general aim is the important result of strategy control. Both inner and outer impacts should be taken into account. The higher is the hierarchy level of the investment and construction activity, the higher the degree of complexity of control, management and decision-making functions grow. The formalized description of strategic controlling process is given.

The article considers the current problematic issues in the management of investment-construction projects, examines the questions of efficiency increase of construction operations on the basis of the formation of a reflex-adaptive organizational structure. The authors analyzed the necessity of forming a matrix of key events in the investment-construction project (ICP), which will create the optimal structure of the project, basing on the work program for its implementation. For convenience of representing programs of the project implementation in time the authors make recommendations to consolidate the works into separate, economically independent functional blocks. It is proposed to use an algorithm of forming the matrix of an investment-construction project, considering the economic independence of the functional blocks and stages of the ICP implementation. The use of extended network model is justified, which is supplemented by organizational and structural constraints at different stages of the project, highlighting key events fundamentally influencing the further course of the ICP implementation.

The management of construction companies’ development is rarely aimed at harmonization of business and at the development of the ways of its sustainable development. Case studies and the application scope for harmonization as an approach allowing systematic and balanced development of business showed its practical relevance. The use of this approach allows not only correlating the objectives, clarifying the mission, structuring the problems, or determining the optimal salary of employees, but also correlating the costs to each other, which is particularly important in light of the need for rapid transformation of the building production methods. They are based on competent use of system properties of the systems. The properties of emergence, resonance, measurability, and others are of particular importance. Their accounting allows achieving the optimal cost outlay required in the process of investment and construction activities. It complies with the requirements and conditions of the market economy. The mentioned advantages of the use of harmonization technologies to ensure the stability and sustainability of investment and construction activities enable to confirm the hypothesis of the impossibility to achieve the optimum cost, for example, for the implementation of an investment and construction project without implementation of the system properties of a harmonious approach.

This article is dedicated generalization of the approach to the formation of the integral potential of organizational and technological solutions. The scheme of decomposition of the main elements of a construction project is presented. Considered and described in detail the research algorithm and the formation of the integral potential of organizational and technological solutions and components as single integral potentials. It is proposed to divide the studies into following phases: selection of the unit capacity to be considered through the construction project decomposition into elementary components; carrying out expert studies to identify key parameters that influence the performance of a single building; development of a mathematical model based on regression dependence; the use of mathematical models to improve the performance of the integrated construction project potential. Components of the “elements - construction project” system are in line with the basic provisions of systems engineering, which are its subsystem. It was selected groups of professional experts with experience and knowledge in their respective fields. As a rule, they are managers and chief engineers of construction companies participating in the polls as experts. The formation of a mathematical model of a single integrated potential is based on the assumption that the probabilistic nature of addiction, but a tool for its construction will be a multifactor regression built on the basis of probabilistic and statistical methods. The examples of the practical use of the new tools such as an integrated potential of organizational and technological solutions are considered. Having numerical characteristics of individual integrated potentials, one can create indexes and algorithms to form the integrated potential of organizational and technological solutions of the construction project.
