It is shown that velocity of freezing and temperature distributions through depth for fixed moments of time are influenced by variable temperature on the daylight surface and thermal properties, changing in the temperature interval of phase change. It is suggested that kimberlite tailings from the diamond deposit named M.V. Lomonosov should be used for producing the artificial topsoils. The laboratory experiments indicated that the optimal composition for growing the grass is next: kimberlite tailings 80 %, peat 10 %, dehydrated sludge 10 %. This substance is useful as cover layer on municipal and industrial landfills, quarries etc.
